Dalam Undang-undang Nomor 8 Tahun 2016 Tentang Penyandang Disabilitas sebagai pedoman Panti Asuhan Tunanetra Terpadu ‘Aisyiyah Ponorogoro didalam memenuhi perlindungan dan pemenuhan hak-hak anak penyandang disabilitas. Akan tetapi, didalam pemenuhannya masih terdapat kekurangan misalnya dalam hak pelayanan publik dalam Pasal 19 Ayat 1 dan 2. Peneliti ingin menganalisis lebih lanjut bagaimana pola perlindungan hak-hak anak disabilitas dan bagaimana pemenuhan hak-hak anak disabilitas di Panti Asuhan Tunanetra Terpadu Aisyiyah Ponorogo dengan Perspektif Efektivitas Hukum. Hal tersebut berdasarkan pada indikator yang ada seperti faktor hukum yang berlaku, penegak hukum, sarana atau fasilitas, masyarakat dan kebudayaan di Panti Asuhan Tunanetra Terpadu Aisyiyah Ponorogo.
Tujuan penelitian ini adalah untuk memperoleh gambaran yang lengkap, jelas dan rinci mengenai pola perlindungan dan pemenuhan serta mendeskripsikan pemenuhan hak-hak anak penyandang disabilitas di Panti Asuhan Tunanetra Terpadu Aisyiyah Ponorogo.
Penelitian ini menggunakan pendekatan kualitatif induktif dan dilihat dari rumusan masalah yang diajukan mengambarkan penelitian ini bersifat nyata, empiris dan dapat dilihat sehingga peneliti dapat memahami hakikat kehidupan dan pengasuhan di Panti Asuhan Tunanetra Terpadu ‘Aisyiyah Ponorogo. Penelitian ini merupakan penelitian lapangan, teknik pengumpulan data melalui observasi, interview, dokumentasi. Adapun tahapan-tahapan pengolahan data diantaranya adalah tahapan pemeriksaan ulang, klasifikasi data, analisis data dan kesimpulan. Analisis diulas dengan teori Huberman dan miles dengan reduksi data, penyajian data, penarikan kesimpulan serta degan indikator-indikator efektivitas hukum dan kesimpulan didapat dari menghubungkan hasil analisis data dengan rumusah masalah.
Hasil penelitian menunjukkan bahwa pertama, Pola perlindungan hak-hak anak disabilitas di Panti Asuhan Tunanetra Terpadu ‘Aisyiyah Ponorogo dilaksanakan sesuai dengan pemahaman terhadap peraturan Undang-undang Nomor 8 Tahun 2016 Tentang Penyandang Disabilitas yang meliputi penerapan hukum, penegakan hukum dan pelaksanaan hukum. Kedua, Pemenuhan hak-hak anak disabilitas dilihat dari faktor-faktor efektivitas hukum, hal yang efektif adalah faktor hukum itu sendiri, penegak hukum dan faktor kebudayaan. Dan yang belum efektif adalah faktor fasilitas dan masyarakat yang seharusnya terpenuhi sesuai dalam Pasal 19 ayat 1 dan 2 Undang-undang tentang penyandang disabilitas. Yang kedua faktor tersebut termasuk faktor yang sangat berpengaruh didalam pemenuhan hak-hak anak penyandang disabilitas.

Al Amin Darussalam, NIM 503220002, 2024. Fulfillment of the Rights of Children with Disabilities at the Integrated Blind Orphanage 'Aisyiyah Ponorogo (Legal Effectiveness Perspective)
In Law Number 8 of 2016 concerning Persons with Disabilities as a guideline for the 'Aisyiyah Ponorogoro Integrated Blind Orphanage in fulfilling the protection and fulfillment of the rights of children with disabilities. However, in its fulfillment there are still deficiencies, for example in the rights to public services in Article 19 Paragraphs 1 and 2. Researchers want to analyze further the pattern of protecting the rights of disabled children and how the rights of disabled children are fulfilled at the Aisyiyah Ponorogo Integrated Blind Orphanage by Legal Effectiveness Perspective. This is based on existing indicators such as applicable legal factors, law enforcement, facilities, society and culture at the Aisyiyah Ponorogo Integrated Blind Orphanage.
The aim of this research is to obtain a complete, clear and detailed picture of the pattern of protection and fulfillment and to describe the fulfillment of the rights of children with disabilities at the Aisyiyah Ponorogo Integrated Blind Orphanage.
This research uses an inductive qualitative approach and judging from the formulation of the problem proposed, it shows that this research is real, empirical and can be seen so that researchers can understand the nature of life and care at the 'Aisyiyah Ponorogo Integrated Blind Orphanage. This research is field research, data collection techniques through observation, interviews, documentation. The stages of data processing include the stages of re-examination, data classification, data analysis and conclusions. The analysis is reviewed using Huberman and Miles' theory by reducing data, presenting data, drawing conclusions as well as indicators of legal effectiveness and conclusions obtained from connecting the results of data analysis with problem formulation.
The research results show that first, the pattern of protecting the rights of children with disabilities at the 'Aisyiyah Ponorogo Integrated Blind Orphanage is implemented in accordance with the understanding of the regulations of Law Number 8 of 2016 concerning Persons with Disabilities which includes the application of the law, law enforcement and implementation of the law. Second, the fulfillment of the rights of children with disabilities is seen from the factors of legal effectiveness. The effective factors are the legal factors themselves, law enforcement and cultural factors. And what has not been effective are the facilities and community factors which should be fulfilled in accordance with Article 19 paragraphs 1 and 2 of the Law on Persons with Disabilities. These two factors are factors that are very influential in fulfilling the rights of children with disabilities.
