Abstract

The authority for zakat management in Indonesia is delegated to the Amil Zakat Agency (BAZ) and the Amil Zakat Institution (LAZ). In Ponorogo Regency, there are zakat managers, namely the National Zakat Amil Agency (BAZNAS) and the Yatim Mandiri National Zakat Amil Institute (LAZNAS), which are representatives of government and private zakat managers. In fact, over the past few years, BAZNAS and LAZNAS Yatim Mandiri Ponorogo Regency have continued to move to optimize the management of zakat assets given by muzakki. Even BAZNAS Ponorogo Regency has shown an increase over time in terms of income and distribution of zakat, as has LAZNAS Yatim Mandiri Ponorogo. However, it turns out that these two zakat managers only focus on the external appearance, so they don't try to look inside to find out what factors can improve zakat governance in these two locations.
In this research, researchers used field research, with a qualitative research approach. The data collection techniques used are observation, interviews and documentation techniques. Researchers conducted interviews with BAZNAS Ponorogo Regency, namely with leaders and implementing staff. Apart from that, researchers also conducted interviews with the leadership and implementing staff of LAZNAS Yatim Mandiri Ponorogo. This research uses data analysis with an inductive method.
The aim of this research is to analyze the application of Islamic Leadership in two zakat management locations, namely BAZNAS and LAZNAS Yatim Mandiri Ponorogo, what factors support and hinder the application of Islamic Leadership, and what impact its implementation has on zakat management, especially in Ponorogo Regency.
The conclusion of this research is that Islamic Leadership has been implemented at BAZNAS and LAZNAS Yatim Mandiri Ponorogo as evidenced by the attitude and character of leaders which are in accordance with the principles in the Al-Qur'an. The supporting factors for implementing Islamic Leadership are the original character of a leader who obeys the rules of Allah SWT and carries out his duties well as a leader, while the inhibiting factors are the staff's lack of knowledge regarding Islamic leadership and the lack of closeness between the leader and his members. As for the impact of implementing Islamic Leadership at BAZNAS Ponorogo Regency, namely being able to improve zakat governance that is more optimal than the management of the previous period, likewise at LAZNAS Yatim Mandiri Ponorogo that even though the leader is new, the implementation of Islamic Leadership is felt to have been able to be carried out well while still maintaining the characteristics of LAZNAS Yatim Mandiri Ponorogo, so that with Islamic Leadership the management of zakat at BAZNAS and LAZNAS Yatim Mandiri becomes more trustworthy.
