Abstract
A quality al-Qur'an teacher must be owned by Madrasah Diniyah (Madin) which organizes the al-Qur’an learning. In this context, Madin Al-Qur'an Al-Ihsan Kepatihan Ponorogo is a non-formal institution that has implemented HR Management to realize the quality of al-Qur'an teachers. The research aims to explain on planning quality, increase quality, and evaluation quality of the al-Qur’an teacher in the Madin Al-Qur'an Al-Ihsan Kepatihan Ponorogo. Data collection techniques are carried out by means of interviews, observation, and documentation. Furthermore, the data is analyzed with an interactive model including data collection, data reduction, data exposure, and verification. The research is generated three findings, namely: (1) Planning of the HR quality of the al-Qur’an teacher in the Madin Al-Ihsan has been done with the determination of the standard quality of the al-Qur’an teachers are qualitative and quantitative, recruitment, selection, and placement of teachers al-Qur'an, then the determination of program development of human resources; (2) Increasing quality of the al-Qur’an teacher in the Madin Al-Ihsan is done in the form of an increase in the quality of intensive development, cooperative development, and self-directed development through programs of HR development of al-Qur'an teacher; (3) Evaluation of the al-Qur’an teacher quality in the Madin Al-Ihsan done with models CIPP in the form of assessment of performance through Supervision. To increase the quality of the al-Qur’an teacher, several steps are based on the theory of Improved Quality Management of human resources.
